Project for a New American Century (PNAC) was a think tank in the 1990s that set forth a vision of worldwide democratic authoritarianism with the USA as the controller. It called for Full Spectrum Dominance, which means that the US should be in total control of the world's resources. Ten of the founding members went on to serve George W. Bush's administration. Notably, John Bolton was one of the directors of PNAC.
One of the reasons that conspiracy theorists keep believing that the 9/11 attacks were orchestrated (or allowed) by the Bush administration is this passage in "Rebuilding America's Defenses," a publication PNAC released before the 9/11 attacks: "Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor."
